Work waiting on you
Completed work waiting on a manager to sign off, and timesheet changes waiting for approval.

The queues
Finished tasks waiting for sign-off. Work the floor has completed and marked done, which needs a manager to accept before it counts as closed.
Timesheet edits waiting for approval. Changes somebody made to hours already recorded. An edit to a submitted timesheet does not simply take effect.
PO Approvals. Purchases over the shop's sign-off threshold, plus missing receipts and reimbursements. Approve a PO here and it gets a number and goes on order.

Why work sits here
A task that is done on the floor is not done in the schedule until it is signed off. Anything waiting on it stays waiting, which is why a full queue here shows up as work that looks stalled everywhere else.
Review is per task, not per shop
Not every task needs sign-off. Review can be turned off for a task that does not warrant it, and those complete without appearing here at all.
